LOGIQ Inc. (Global HQ: Naha City, Okinawa, CEO: Tomohito Kirihata) has established the international non-profit organization “Unchained Stack Foundation” (hereafter “USF”), which promotes global knowledge sharing for migrations from commercial software to open source. The organization has launched its official website and forum. Furthermore, the participation of SIOS Technology Inc., Ryomo Systems Co., Ltd., Confidential Service Co., Ltd., and InfiniCloud Inc. has also been announced.

World’s First International Non-Profit Organization Aiming to Solve the “Vendor Lock-In Problem”
USF was established out of a strong sense of urgency in response to the following serious social issues in recent years:
- The Broadcom® acquisition of VMware® leading to license revisions and sudden price hikes
- The sudden imposition of high costs due to Oracle Java®’s “per-employee licensing”
We believe these developments severely limit enterprise IT infrastructure choices, strip away technological and economic freedom, and ultimately threaten the competitiveness of the global economy. With deep expertise in OSS, we feel keenly how inefficient and unhealthy the current market structure has become. This is why we have established a neutral, international platform for technical exchange and knowledge sharing.
Official Forum for Sharing Vendor Migration Know-How in Multiple Languages
USF’s mission is to systematize the “vendor migration know-how” that has remained tacit knowledge among individuals and some vendors, and turn it into explicit knowledge that anyone can utilize. To this end, we have launched an official forum where companies and engineers can freely discuss, accumulate, and leverage knowledge.

Vendor Lock-In Index “Chain Depth™”
We are also defining a new index called “Chain Depth™” to evaluate, both quantitatively and qualitatively, how strongly a particular software or service is “chained” in terms of technology, contracts, and operations. Chain Depth™ will be assessed based on the following three perspectives:
- Technical:
- Does not conform to standards, making migration to other products difficult
- Low compatibility, requiring additional development for switching
- Contractual
- Long-term contracts or penalties prevent free migration
- Forced to sign bundled contracts with unnecessary products/services
- High costs imposed based on employee count regardless of actual usage
- Operational
- Only runs in a specific vendor environment
- Requires personnel specialized in that product
- Large-scale retraining of engineers is necessary when switching

About the Governance Structure
USF is operated through two categories of membership:
- Founding Members: Corporations that share the vision from the early stage of establishment and participate in strategy planning and policy formation
- Contributing Members: Corporations that participate through sharing knowledge on the forum, providing templates, and contributing technically
